Hong Kong’s healthcare system incorporates Chinese and Western medicine on a dual-track basis. The application of pure Chinese
medicine (CM) for prevention and treatment of diseases is a distinctive advantage of CM in Hong Kong. The Government of the Hong
Kong Special Administrative Region has advanced CM development, integrating into healthcare system. A robust regulatory framework
ensures safety, quality, and professional standards, regulating over 10,000 Chinese Medicine Practitioners (CMPs).
Eighteen district-based Chinese Medicine Clinics cum Training and Research Centres were established to offer subsidized outpatient
services, training, and research. District Health Centres enhance CM services, providing subsidized acupuncture services for
designated conditions, alongside health education. The Hospital Authority’s Integrated Chinese-Western Medicine (ICWM) services
cover 26 public hospitals and 61 designated sites, providing treatment to in-patients under designated disease areas.
The Chinese Medicine Hospital of Hong Kong (CMHHK), opening in phases by late 2025, will provide 400 beds for pure CM, CM
predominant, and ICWM services. As a flagship institution, CMHHK will advance CM through services, training and education,
research, collaboration, and health values creation in Hong Kong, the Greater Bay Area, and internationally, establishing a “Hong
Kong model” for CM clinical services and promoting international cooperation in CM education, research, and standards.
The Elderly Health Care Voucher Scheme enables elderly to use vouchers for healthcare services including CM services. The
Government is exploring to provide a clear legal basis for supplementary medical professionals to accept referrals from CMPs
with a view to fostering cross-disciplinary collaboration. Additionally, the Government promotes digitalization through the eHealth
system, enabling CMPs to access and share clinical records since March 2022, improving service efficiency and coordination.
The CM sector has been actively involved in responding to recent public health incidents, helping the city cope with the
demand surge arising from seasonal influenza and leverage its preventive strengths and community resources to collaborate
with other healthcare professions, ensuring resilience against public health challenges.

Dr. Chung Chi-ho, Vincent serves as the Commissioner for Chinese Medicine Development
for the Government of the Hong Kong Special Administrative Region, China. He oversees policy
development across key areas including Chinese medicine services, professional standards, education,
industry growth, research, and public engagement, all dedicated to fostering the holistic, high-quality advancement of Chinese
medicine in Hong Kong.
He is a Hong Kong registered Chinese medicine practitioner with formal training in both evidence-based healthcare and public
health. He served as a consultant for the WHO Western Pacific Regional Office in formulating strategy for using traditional and
complementary medicine for promoting healthy aging, as well as an observer in the development process of the WHO Traditional
Medicine Strategy. His published consultancy reports have influenced policy recommendations in the 2022 WHO Regional
framework for harnessing traditional and complementary medicine for achieving health and well-being in the Western Pacific.
